From the Federation of Fly Fishers Fly Pattern Encyclopedia, this tiny soft hackle looks like a cross between a North Country Spider, and a black gnat. An easy-to-tie fly pattern, this could be useful as a trailer to a larger soft hackle or as the second fly on a two-nymph rig.
